Electronic Submittal of Primary Arguments, List of Supporters/Opponents, and Rebuttals

  1. Authors of a ballot measure primary argument or rebuttal argument shall submit arguments only to the lead county. Please refer to the List of Local Cross County Districts to determine the lead county.
  2. An author may receive a Ballot Measure Argument Form (Form) or a Ballot Measure Rebuttal Argument Consent Form (Consent Form) by downloading the Form from our website or receiving in-person at the Office of the Registrar of Voters (ROV).
  3. The author may do one of the following:
    1. Email the Ballot Measure Argument Form (Form) or the Ballot Measure Rebuttal Argument Consent Form (Consent Form) to the Candidate Services Division email address at [email protected] in accordance with the times and procedures set forth in the Elections Code for the preparation of the voter information portion of the County Voter Information Guide (CVIG).
    2. File all originally signed hardcopies of the Form or Consent Form, at the ROV located at 1555 Berger Drive, Building 2, San Jose, CA 95112, during normal business hours.
  4. Refer to the Abbreviated Election Calendar for filing deadlines:
    1. Primary Arguments in Favor of or Against a Measure are due by 5:00 p.m. on February 13, 2024.
    2. Rebuttal Arguments to Arguments in Favor of and Against a Measure and Impartial Analyses are due by 5:00 p.m. on February 20, 2024.
  5. List of Measure Supporters/Opponents to be printed below the ballot label shall be submitted to the Candidate Services Division email address at [email protected] and are due by 5:00 p.m. on February 13, 2024. Please refer to Pages 6-10 of the Ballot Measure Argument Form for instructions and signer form. This section does not apply to the May 7, 2024 Special Mail Ballot Election.

  1. Selected arguments from a lead county, shall be electronically emailed via scanned format. If the Office of the Registrar of Voters (ROV) is not the lead county for a district or school district measure, please email arguments to the Candidate Services Division email address at [email protected] in accordance with the times and procedures set forth in the Elections Code for the preparation of the voter information portion of the County Voter Information Guide (CVIG).  Please refer to the List of Local Cross County Districts to determine the lead county.

  2. Refer to the Abbreviated Election Calendar for filing deadlines:

    1. Primary Arguments in Favor of or Against a Measure are due by 5:00 p.m. on February 13, 2024.

    2. Rebuttal Arguments to Arguments in Favor of and Against a Measure and Impartial Analyses are due by 5:00 pm on February 20, 2024.

  3. List of Measure Supporters/Opponents to be printed below the ballot label shall be submitted to the Candidate Services Division email address at [email protected] and are due by 5:00 p.m. on February 13. 2024. In accordance with Elections Code Section 9170 (d)(2) a district measure or school measure on a county ballot shall not include a list of supporters or opponents if the same district or school measure appears on the ballot of another county that does not include a list of supporters or opponents for the measure. This section does not apply to the May 7, 2024 Special Mail Ballot Election.
