Required Annual Financial Disclosure Statements (FPPC Form 470)
Fair Political Practices Commission (FPPC) regulations requires officeholders to file with the Office of the Registrar of Voters an FPPC Form 470 who:
- Do not have a controlled committee.
- Do not anticipate receiving contributions totaling $2,000 or more during the calendar year.
- Do not anticipate spending $2,000 or more during the calendar year.
- Whose board member monetary compensation totals $200 or more per month.
REMINDER: If an officeholder or candidate files the FPPC Form 470 for an election year and later receives contributions (including monetary and nonmonetary contributions, loans, and the candidate’s personal funds) totaling $2,000 or more or makes expenditures totaling $2,000 or more during the same calendar year, the officeholder or candidate must send a written notice to the Office of the Registrar of Voters Office within 48 hours by e-filing the Form 470 Supplement through their NetFile account. By completing this process by the deadline established by the FPPC, our Elections Specialists will be alerted to this change in filing obligation and better assist the officeholder by updating their NetFile account as necessary to file the proper FPPC Forms due for bi-annual and pre-election deadlines, such as the FPPC Forms 460 and 410. Proper and timely filing for FPPC forms will avoid later filer fines and referrals to our District Attorney's office and the FPPC.
NOTE: The FPPC Form 470 is required to be filed by all candidates in connection with an election at the time they file their Declaration of Candidacy during a nomination period. The filing of their form will cover the year of the election and is ONLY file when they do not anticipate spending or receiving contributions totaling $2,000 or more during the calendar year, and they do not have a controlled committee.
NOTE: Officeholders who are not candidates for an upcoming election, receive less than $200 a month, or who have an active candidate/officeholder committee, WILL NOT have an FPPC Form 470 obligation until such time that they begin receiving or spending funds.
